Add further restrictions to the verification portal

Pretty sure you have seen situations like this, bots joining groups with CA in their names. Yes, it is very irritating and probably affected some snipers scanning for CA.

Enabling 0x Address Check will solve the problem.

Similarly, names containing websites or any links. Make sure Link Check is on.
